Chicago, IL by the numbers
Here is how Chicago compares with Illinois on the figures investors check first. All numbers come from the U.S. Census Bureau. They cover every home and renter in the city, not just homes for sale right now, so they usually run lower than the current listing prices and asking rents in the market snapshot.
| Measure | Chicago | IL (state) |
|---|---|---|
| Population (July 1, 2025) | 2,731,585 | 12,719,141 |
| Population change since April 2020 | -0.6% | -0.8% |
| Median home value | $334,100 | $263,300 |
| Median gross rent | $1,440 | $1,274 |
| Median monthly owner cost (with mortgage) | $2,339 | $1,987 |
| Owner-occupied homes | 46.0% | 67.1% |
| Median household income | $77,902 | $83,390 |
What this means for investors in Chicago
- Price vs. income: the median home costs about 4.3 times the median household income, compared with 3.2 times statewide. Higher ratios usually mean thinner buyer pools at the top of the market and more value in pricing discounts carefully.
- Rent vs. price: a year of median rent equals about 5.2% of the median home value (5.8% statewide). That is a thinner rent ratio than the state, so flips and wholesale assignments often pencil better than long-term rentals. This is a rough gross figure before taxes, insurance and repairs.
- Renters: about 54% of occupied homes are renter-occupied (33% statewide). A larger renter share means more landlord-owned property, a common source of tired-landlord and absentee-owner leads.
- Population: the city shrank (-0.6%) between April 2020 and July 2025. A shrinking population can mean more vacant and inherited homes, so careful pricing and fast exits matter.

Why wholesale real estate in Chicago?
You can control a Chicago property with a signed contract and an earnest money check instead of a loan. Your end buyer takes on the tuckpointing, porches and boilers, so you never run a crew, and plenty of assignments close in a matter of weeks.
How does a Chicago, IL wholesale deal move from lead to closing?
A Chicago wholesale deal moves from Cook County lead to attorney closing in this order:
- Find a distressed property
Watch Chancery Division foreclosure filings and Probate Division estates at the Daley Center for owners with months left before a judicial sale.
- Run the numbers
Match comps on unit count, building type and block, since a renovated two flat and a single family house on one street can sell far apart.
- Sign a purchase contract
Set a contract price that absorbs tuckpointing, porch and boiler work, plus state, county and city transfer taxes and attorney costs, before your fee.
- Find a cash buyer
Bring two flats and three flats to landlords who price on rent, Northwest Side bungalows to flippers, and teardowns in new construction areas to developers.
- Assign the contract
Confirm your broker license status before marketing, since Illinois treats a pattern of assignments as licensed activity, and transfer your contract rights for the fee.
- Collect your fee
Chicago deals usually involve an attorney on each side and a title company that handles escrow, and your fee is paid out through that escrow at closing.

Motivated sellers who want to liquidate fast
ForeclosuresDaily.com’s off-market platform tracks each major distress signal across Chicago and checks it against Cook County tax rolls and property records.
How do you put together a wholesale offer in Chicago?
Start your Chicago number with the ARV, the after-repair value drawn from comps that match the building type, unit count and block.
The 70% Rule limits your buyer to 70% of ARV minus repairs. Your fee has to fit under that limit along with Chicago and Cook County transfer taxes, which pushes your contract price down further.

Below, the Cook County median listing price serves as the ARV, repairs are set at 8% and a typical assignment fee comes off the top.
Wholesale offer example
| Step | Amount |
|---|---|
| ARV | $359,000 |
| 70% of ARV − repairs ($29,000) | $222,300 |
| Your assignment fee | − $11,000 |
| Your contract price |
How long foreclosure takes in Illinois
Illinois forecloses only through the courts, and Chicago cases go to the Cook County Chancery Division. The stages and usual timing below show when owners can still act.
Default and the federal 120-day waiting period
Servicers generally cannot file until the loan is more than 120 days delinquent.
Complaint filed and owner served
The case is filed in circuit court; in Chicago that is the Chancery Division of the Circuit Court of Cook County.
Reinstatement window
The owner can bring the loan current by paying the past-due amount and costs.
Judgment and redemption period
The owner can pay off the full judgment, and no sale can be held until this period ends.
Judicial sale
A selling officer auctions the property after published notice.
Court confirmation
The court must approve the sale, and if the lender bought for less than owed, the owner may have 30 days after confirmation to redeem.
Best outreach window: Outreach is most useful soon after the complaint is filed and through the redemption period, when the owner can still reinstate, pay off or sell.

Have Chicago buyers ready before your first contract. Cash buyers who close quickly, such as two flat landlords, bungalow flippers and small builders, are the ones to call first.
Contract assignment and licensing in Illinois
Chicago prices: a city of many separate markets
The Census median home value for Chicago is $334,100, and the median household income is $77,902, so the typical home costs about 4.3 times typical income.
That citywide figure blends condos, single family houses, and small multifamily buildings across neighborhoods with very different values. A wholesaler who quotes the median to a seller in one area may be far too high, while in another the same number is far too low.

Only 46.0% of Chicago homes are owner occupied, meaning renters are the majority.
Much of the stock is older: brick bungalows, frame cottages, and two flats and three flats built for renters and owner occupants living side by side.
Wholesale prices tend to sort by building type as much as by location. A gut rehab two flat on the South or West Side, a dated bungalow on the Northwest Side, and a condo each need separate comps.
Budgeting a rehab on a century old building

Comparable sales should match unit count, building type, and block, because a renovated two flat and a single family home on the same street can sell far apart.
Older Chicago buildings often need masonry tuckpointing, porch rebuilding, roof work, boiler or furnace replacement, electrical upgrades, and basement water control. Pre-1978 buildings carry federal lead paint disclosure duties, and many older properties still have lead water service lines worth checking before you set a budget.
Purely as an illustration, suppose a house had an after repair value equal to the $334,100 median. Seventy percent of that is $233,870.
Subtract an assumed $60,000 for repairs, and the maximum allowable offer is $173,870, before your fee and before transfer taxes and attorney costs. Multifamily buyers often skip this formula entirely and price on rent and cap rate instead, so confirm how your buyer underwrites before you negotiate with the seller.
Cook County foreclosure, tax sale, and probate channels
Chicago at a glance
In Illinois, every foreclosure runs through the circuit court; for Chicago that means Cook County.
A Chicago owner can usually redeem until the later of seven months after service or three months after judgment, and the sale must be advertised for at least three consecutive weeks. Signing a contract before the sale date gives you room to line up a buyer.
We pulled Chicago figures from U.S. Census Bureau QuickFacts, Chicago city, Illinois, which reports 2020 to 2024 American Community Survey data and a July 1, 2025 population estimate, and from our state foreclosure law summary.

Illinois foreclosure is judicial.
Cases in Chicago are filed in the Chancery Division of the Circuit Court of Cook County, and the owner generally has 90 days to reinstate and a redemption period ending the later of seven months after service or three months after judgment.
Sales are typically run by court appointed selling officers such as The Judicial Sales Corporation or Intercounty Judicial Sales Corporation, and the court must confirm each sale.
The Cook County Treasurer’s Office handles tax sales and expects to hold the next annual tax sale in December 2026, after a 2026 law allowed the delay. Investors there buy the delinquent taxes, not the house.
Scavenger sales, which offer long-delinquent parcels, are now optional and are held only at the direction of the Cook County Board. Inherited houses surface in Probate Division filings at the Daley Center, and the Cook County Land Bank Authority also acquires vacant property.
Attorney closings, transfer taxes, and Illinois wholesaler licensing

In the Chicago area, buyers and sellers usually each hire a real estate attorney, while a title company issues the policy and handles escrow. Transfer taxes add up.
The state charges $0.50 per $500 and Cook County $0.25 per $500, customarily paid by the seller. Chicago adds $5.25 per $500, with the buyer generally responsible for $3.75 and the seller for $1.50. A double close triggers these taxes twice, which hurts thin deals.
Illinois took a firm stance in 2019 when it amended the Real Estate License Act to treat wholesaling as licensed activity.
Under the amendment, a person who markets or assigns interests in real estate under contract as a pattern of business, generally more than one such transaction in a 12 month period, needs a broker license. Unlicensed wholesaling can bring discipline and fines from state regulators, so work with an Illinois attorney before you market.
Who buys Chicago wholesale property and why

With 54.0% of homes renter occupied and median gross rent at $1,440, landlords are a large share of the buyer pool.
Annual median rent of $17,280 equals about 5.2% of the median home value, a modest gross yield, so rental buyers usually target two flats, three flats, and lower priced single family houses where income covers taxes, insurance, and repairs. Many will pay more for a building with paying tenants and clean leases.
Flippers concentrate on bungalows and single family homes in areas with strong owner demand, where a renovated house can sell to buyers near the $77,902 median income.
Developers sometimes pay well for lots and teardowns in neighborhoods where new construction sells, but they price the land and zoning, not the existing house or its condition. Know which buyer each property fits, and confirm your license status before advertising any contract to them.
Chicago wholesalers who commit to finding, negotiating and closing deals can turn the work into lasting wealth and financial independence.

Wholesaling questions for Chicago

What is the process for wholesaling a Chicago property?
Find a motivated owner through Cook County probate filings, Chancery Division foreclosure cases or absentee-owner records, then sign a contract at a discount and assign it to a cash buyer for a fee. Both sides usually hire attorneys, and a title company handles escrow at closing.

Can you legally wholesale property in Chicago?
Only with care. Since 2019 the Illinois Real Estate License Act treats wholesaling as licensed activity, so anyone who markets or assigns contracts as a pattern of business, generally more than one deal in a 12 month period, needs a broker license. Talk with an Illinois real estate attorney before you market any contract.

What does a Chicago wholesaler earn on one deal?
Every deal differs. About 3% of a home near the $359,000 Chicago median would be roughly $11,000, though city, county and state transfer taxes, plus a second set on a double close, can eat into that on thin deals.

Which Chicago ZIP codes are cheapest to buy into?
Of the ZIPs in this guide, South Shore (60649) has the lowest median listing price at $144,000, then Englewood (60621) at $154,500 and West Garfield Park (60624) at $240,000, according to Realtor.com for October 2026. Compare ARV block by block, since values swing widely within each.

How do Chicago foreclosures start?
Most start with missed payments and a complaint filed in the Chancery Division of the Circuit Court of Cook County. Because the redemption period runs to the later of seven months after service or three months after judgment, owners usually have many months to sell before any auction.
